What happens if my child does not qualify for ESS?

In the event that your child does not meet the state eligibility criteria for ESS, you will be provided with written notice explaining the findings of the evaluations and the recommendations of the team.  This notice will also include other supports and services that may support your child and family’s needs, as well as the names and contact information for them.  ESS will also inform you that you have the right to challenge the determination of eligibility and the steps to do so.

The Parent Information Center on Special Education can help you if you are concerned that your child was not found eligible for ESS.  Please contact us for information.

How do I contact Early Intervention / Early Supports & Services?

In NH anyone can refer a child between birth and age 2 for Early Supports and Services when there are concerns. To make a referral you should contact your local Area Agency and ask to speak with the Intake Coordinator in Early Supports and Services.  (You can find a link to a list of Area Agencies and the towns they serve in the column on the right hand side of this page.)

The Intake Coordinator will answer any questions you may have, gather information about you and your family and help to teach you about all of the programs and resources that they have to help you.  The Intake Coordinator will also set up a time to meet with your family in your home and discuss how ESS works and may have you fill out some questionnaires to help the Area Agency decide who will be the appropriate staff to perform evaluations and serve your child and family.  For instance, if you have concerns about your child’s speech or talking, a speech and language pathologist is likely to and perform an evaluation; where as if your are concerned about your child’s ability to walk, a physical therapist is likely to evaluate.

As the parent you are always the leader in your child’s care.  It is important to share your knowledge with any professional that you meet.  If you don’t agree with something, you can always ask more questions.  It is acceptable to disagree and you have the right to decline having an evaluation or any recommendations made for your child or family.
