ESS - What does it mean if my child is "potentially eligible"?
The decision about whether a child is potentially eligible for preschool special education is made by the IFSP Team during the Transition Conference. This means that the IFSP Team, which includes you, believes that your child should be referred to special education to see if your child needs additional supports and services through the school district after your child turns three. It does not mean that your child is eligible for special education. Special education has different eligibility criteria and not all children receiving ESS will be eligible for special education. Once the IFSP Team determines that your child is potentially eligible your ESS Service Coordinator will secure your written consent to send a formal referral to your local school district. As a parent you have the right to refer to special education at any time or to choose not to refer to special education
